Action taken:
The Chief Inspector of Marine Accidents wrote to the cargo vessel's company making comment on the following safety issues:

No records of a lookout during the hours of darkness contrary to the requirements of STCW95

Use of radar with a GPS speed input producing ground stabilisation, which can be a source of confusion especially from the echo of a slow moving fishing vessel
