Synopsis
Fire in number 3 cargo hold of Thailand registered cargo vessel, caused by oxy/acetylene burning procedures during defect maintenance on the upper deck.
Action taken:
The Chief Inspector wrote to the Singapore based managers of the vessel. Recommendations were made with respect to the following:
Reporting accidents to harbour authorities, when appropriate, in good time to ensure emergency services give support commensurate with the emergency

Use of CO2 smothering systems: specifically the need to keep spaces battened down for extended periods to ensure a fire is extinguished and area cooled. Also the internal danger of reignition when such spaces are opened up too quickly.
